Turn-offs first
Most learning needs analyses ask people what training they want. That produces a catalogue, not a change. Torque starts at the other end: what is currently turning this group off?
Turn-offs are the real barriers to great performance — the things nobody names in the room. A manager who punishes bad news. A process that makes the right behaviour slower than the wrong one. A promotion last quarter that told everyone what actually gets rewarded.
Name those first, and the programme has something to push against. Skip them, and you have built decoration.

Ask
Interviews and floor time with the people who will be in the room — not a form emailed to a distribution list.
Turn 02
Separate
Split what training can move from what only the system can move. Say which is which, out loud, to the sponsor.

Aim
Design against the two or three turn-offs that learning can genuinely shift.
